A 'Search Engine' is a tool that enables internet users to locate information on the World Wide Web. It takes the form of a web site - e.g. Yahoo.co.uk.

A Meta tag is a piece of information buried into the code of your web pages. They are not as critical as they used to be, but there are a few search engines out there that still use them.
3. After submission - how long will it take for my site to show up?
Anything from a week (AltaVista) to 2 months+ (AOL, HotBot, MSN)
4. What is 'Spam'?
This is simply a term generally used to mean unsolicited email but also includes any unorthadox marketing or attempt to deceive a search engine's software into thinking your page is relevant to a search keyword.
