Demands on Operators
Following a number of major incidents in the process industry since the 1970’s, operators of process plants that utilise dangerous substances are required to comply with European Directive 96/82/EC (Seveso II). This is implemented in the UK as the COMAH Regulations (1999) and states “Every operator shall take all measures necessary to prevent major accidents and limit their consequences to persons and the environment”.

To prevent an incident, the operator must to know the risks associated with their process. Once the risks are know, the operator must then use good engineering judgment to put appropriate risk reduction measures in place.

TAS support for the Operator
TAS have supported a number of clients through the process of risk assessment and safety system validation and have developed dedicated tools to aid the process. TAS staff are well placed to assist site personnel keep abreast of new legislation and implement changes necessary for the site to remain compliant.

Services on offer include:

  • Facilitator for risk assessment process (Hazard & Operability / Hazard Analysis Studies)
  • Safety Integrity Level determination
  • Survey and validation of Safety Instrumented Systems
  • SIS Test Methods & Routine Test Reporting
  • PFD (Probability of Failure on Demand) Failure Rate calculation of SIS’s
  • Gap Analysis
  • Instrument Database
  • Engineering Design and Project Management for Implementation/Improvement projects.
  • Ongoing support, routine evaluation, proven-in-use assessments

HAZOP & HAZAN Facilitator
An independent facilitator providing chairmanship and secretarial services to the clients HAZOP and HAZAN process, to ensure that a thorough review is performed and documented.

Safety Integrity Level determination
Using the methods detailed in IEC 61508/61511, a pragmatic approach is adopted to quantify the risks identified in the HAZOP / HAZAN. From this the appropriate integrity safety system can be designed.

Survey and validation of SIS
Surveys of existing Safety Instrumented Systems to verify their suitability.

SIS Test Methods & Routine Test Reporting
Development of tests and testing systems to ensure SIS’s are performing to required standard.

PFD Failure rate calculation of SIS’s
Quantitative and Qualitative methods for determining SIS reliability.

Gap analysis
Identifying short falls in equipment that may compromise safety and compliance.

Instrument Database
A dedicated database to manage information associated with all parts of the SIS.

Engineering Design and Project Management
An engineering design and project management capability since 1974 with continued experience of working with safety related systems. TAS can help clients implement improvement and compliance projects.

Ongoing support, routine evaluation, proven-in-use assessments.
TAS can provide ongoing support, training and communication to stakeholders to ensure that once compliance is achieved, it is maintained.
