Night Shelter Rules — [For Users]

 
Welcome to the Night Shelter

Please treat the shelter and those who use it and those who work here in the manner in which you would like to be treated.

The shelter opens at 8.00 pm. Once admitted you must remain for the night. No one is allowed to go out and then to return. The shelter closes at 8.00 am.

No drinking of alcohol, taking drugs or aggressive behaviour is allowed on the premises. Nobody is allowed to bring unlawful drugs onto the premises. Please leave alcohol and any valuables with the staff on duty at reception. They will return it to you in the morning.

Anybody suspected of bringing unlawful drugs onto the premises will face exclusion and the matter may be reported to the police.

Random searches will be carried out.

Any person found using illegal drugs or whom the staff have a reasonable suspicion is using illegal drugs on the premises may be asked to leave. Any person found dealing in drugs will be reported to the police.

Any person who has a problem with drugs can expect to be treated with respect and offered support to address their problem. In return we expect that staff, volunteers and the organisation is treated with similar respect.

Admission Criteria

The Night Shelter is for men and women who have no-where else to stay. Priority will be given to those who are in Newham or one of its adjoining Boroughs. There are * 30 bed spaces per night.

No telephone referrals will be taken from outside of this area until 9.00 pm. Only referrals from Shelter London Line and Piccadilly Advice Centre will be accepted, provided space is available within the capacity * above.

For those admitted a bed is only guaranteed for one night at a time. However the Co-Ordinator may use their discretion with regard to vulnerable people with a strong local connection.

Anyone who manifests aggressive or violent behaviour or behaviour which makes him or her disruptive or dangerous may be refused admission.

Residents are admitted on the basis that they accept the rules of the Night Shelter.

Anyone who appears to be under 16 years of age will be admitted on the understanding that the Newham Social Services Department will be contacted. Social Services - (Outside of Hours):> (020) 8983 8000 • [Ask for ‘Duty Social Worker’]. Contact should be made via the duty Co-Ordinator, (before 10.00 pm) and/or the Night workers’ after 10.00 pm).

The employed shift Co-Ordinator and staff the to decide who should and should not be admitted on the night. Please bear in mind that the purpose of the shelter is to provide a shelter for many of those people who do have difficult behaviours. Consider whether there are ways in which a disruptive person may be ‘talked down’ at reception, or given a cup of tea and asked to wait until they calm down, or can take a walk around the block and return when feeling better. Subject to the need to ensure the safety of all those in the shelter we wish to make it possible for the shelter to be available for all of those who need it.



Guidelines for Co-Ordinators

You have the responsibility for managing the human and physical resources of the shelter. You will be called upon to make decisions as to the most appropriate course of action.

The Building

You must be familiar with the building. Importantly, you must be aware of where the fire exits are and where the fire extinguishers are. You must ensure that fire exits are unlocked and not blocked and that your volunteers know where they are. Explain the best evacuation procedures in the event of fire.

Ensure that any areas where you do not want residents to go are secure. Ensure that volunteers know where residents can and cannot go.

Identify a safe area where volunteers can leave belongings.

Volunteers

Introduce volunteers to one another; ensure that everybody knows who are a volunteer and their names. ‘Buddy’ up new volunteers with a more experienced volunteer. Allocate people jobs for the evening, reception, serving tea, serving meals. Putting out tables, beds, introducing residents to the building etc.

Before You Open

Go through the logbook with the Night Shelter Manager, discuss any incidents with the paid member and together inform the volunteers of any problems or concerns. If you anticipate a problem, discuss it and agree what you will do. Everybody should know what is going to happen and how you will deal with a problem before you open.

If you do not have enough volunteers so that you do not feel that it is safe to open, delay your opening time. If you feel that this is necessary, go outside to talk to the people who are waiting and explain what is happening.

Decide where you will keep valuables handed in by residents for safekeeping. The duty Co-Ordinator will inform the Night Workers of a suitable location.

Bring staff and volunteers together before you open to discuss any events, allocate jobs etc.

Handover

Take time to talk to both staff at 10.00 pm when the second staff member comes on duty and share any information, good things that have happened, concerns or problems.

Staff

It is important that you maintain good relationships with staff. Both Co-Ordinators and the paid staff develop expertise. Your job is to ensure that this expertise is shared and does not become the focus for conflict. One way of doing this is to keep the channels of communication open and to work together as a team. For instance, take a few moments to discuss a matter with the staff member before making decisions about how to deal with a disruptive resident.



Guidelines for Night Workers

You will need:

-       Log Book — Available from the case brought by the Night Shelter Manager.

[It is the Night Workers role to fill in and complete monitoring forms.]

-       The briefcase should be taken each morning to Choral Hall. Ensure that the log book, monitoring and incident forms are completed.

-       Copy of the Rules and Admissions Criteria. These are available on a laminated sheet in your ‘Red Book’.

You will open at 8.00 pm. Do not admit anyone to the shelter before 8.00 pm as this will mean that you open before your team is fully prepared.

Work in a team of two. Welcome the person to the shelter and explain the rule to them. Do not worry if this takes a little time because it is an important function. It is at reception that people discover whether this is a place where they feel they are welcome or they are considered to be a nuisance, where they form an impression whether they feel safe or not.

If this is the first time the person has come to the shelter, refer him/her to the staff member who will take personal details before they are admitted to the shelter.

You must decide whether to admit someone to the shelter. To be admitted they must be homeless and willing to abide by the rules of the shelter. There is a limited discretion to admit persons who have somewhere to stay, but you will normally refer such a person to the meal club. If you wish to admit someone who is not homeless discuss the matter with the staff member AND the Co-Ordinator before doing so. This may mean that the person has to wait at the door for 10 minutes or so before a decision is made. By all means offer a cup of tea during his/her wait.

Admit anyone who meets the admission criteria up to the maximum number for the shelter - (30). If you think that it is unlikely that you will exceed the maximum number then you must let the Co-Ordinator and the staff member know to enable them to contact one of the neighbouring shelters in Redbridge and Waltham Forest and make arrangements to move some residents on.

You need to take the name of the resident and record it in the register and offer him/her the opportunity to hand over any valuables for safekeeping. You must make sure that they are put safely away and can be identified. Make a note on the record sheet so that morning staff know what has to be given back.

You may also take alcohol, medicine, knives and put them somewhere safe. You may not take unlawful drugs. Unlawful drugs may not be brought onto the premises for any reason.

You may not ‘frisk’ anyone coming into the shelter. However, if you feel that somebody is trying to ‘smuggle’ something into the shelter you may ask them to empty their pockets and bags before they are admitted.

You will be confronted by people who are drunk or who have taken drugs. This is not a reason to refuse entry. You may refuse, or postpone admittance to the shelter if you feel that a person’s behaviour is dangerous or unmanageable. Be prepared to sit someone down and give them a cup of tea or even a meal at a reception desk while they calm them.

If in doubt about anyone, discuss the matter with the Co-Ordinator and the staff member on duty.

If somebody appears seriously unwell, call the Co-Ordinator immediately.

-       Delivery of the bag with the registration and other forms + Mobile — This you have covered. This needs to be delivered by 7.00/7.15 pm approximately to allow the duty Co-Ordinator to read through and share any matters that have arisen from previous nights with volunteers. Spare blank forms needs to be a little more abundant + mobile.

?       Arrival of Paid Night Workers — They will arrive either together 7.45 pm latest in readiness for opening, or one at 7.45 and the other at 10.00 pm. The Parish through its Co-Ordinator(s) will share and take responsibility for actions up to 10.00 pm whereas we shall hand-over to the night workers who will be responsible for the Centre in terms of night shelter and the people who remain until 8.30 am.

[This is an important legality emphasised by our Insurer (EIO) in terms of who is responsible for what during the total hours the night shelter is operated. It is a non-negotiable strict condition of insurance cover for the night shelter].

-       The Parish takes responsibility from the time is begins to set-up through to when the users arrive, and up to 10.00 pm when we handover to the paid night workers, until the night shelter closes for that session at 8.30 am the following morning. From this latter period legal responsibility rests with the paid night workers through Turnaround, who must provide proper suitable insurance cover.

-       Delivery of the bag with the registration and other forms + Mobile — This you have covered. This needs to be delivered by 7.007.15 pm approximately to allow the duty Co-Ordinator to read through and share any matters that have arisen from previous nights with volunteers. Spare blank forms needs to be a little more abundant + mobile.

-       Users • Entry - We will continue to accept thirty people each Friday. We will do this on the basis of handing out a maximum of thirty Parish entry tickets per night, (inclusive of allowing for about allowing 10/15 people who the Turnaround Team will identify as those you will be working with at the LifeSkills Centre @ Choral Hall.

The Night Workers, (irrespective of the fact that they are paid are part of the ‘team’ and will be treated as such). If we decline people; have to deal with a situation; ask someone to leave or whatever, we will liaise and confer with both our volunteers and night workers in sharing in the decision making. Equally as the night workers may well be new to the work, we will continue to allocate someone to each night worker as a ‘friend mentor’ to support them in their early days, until their confidence increases.

-       Night Workers will in the morning put everything associated with the night shelter away, (as shown), including tables; camp beds, (still assembled); blankets; food, equipment etc., in the room cupboard — (adjacent to the Kitchen). They will have ready and offer the users breakfast in the morning for which the ingredients, e.g. milk, sugar, tea, coffee, cereals, bread, and if possible, toasters, microwave, etc., will be made available for this purpose. At the end they will, (with the aid of the users and any other help than can be made available), clean and put away all equipment, utensils, crockery, cutlery in the allocated places and ensure that the kitchen is left clean and tidy for use later that day. Anything used or borrowed from other parts of the building must be returned by the end of night shelter the following morning. Fresh food should be, (still usable), should be left in the Freezer Chest located in the boiler house, (adjacent to the Kitchen), and the lid shut firm and the door to this are properly closed. Any losses or damage should be reported to the Senior Co-Ordinator, (Gordon Owen) by mobile, as below.

-      Equally the hall, coffee bar area, other rooms/areas used, cleaning cupboard, access corridor to toilets and the lavatories themselves are checked, (with special emphasis on hazardous items, e.g. hypodermic needles/syringes; & beer cans). Cleaning in the morning by the above should be concentrated on the hall, kitchen and rear areas of the building behind the kitchen; plus area were the women users sleep. The foyer/coffee bar area, corridor to the lavatories, w.c’s should be simply left tidy. The actual thorough cleaning of these areas will be carried out by contract cleaners who will follow later in the morning. [Please see plan of building below of areas described]. Checks will be made to ensure that nothing has been left out, or left behind by the users. Under no circumstances should access be made by workers or users to other areas of the building, or the actual coffee bar itself without my express prior approval. Checks should also be made to ensure that the building is properly secured, with all doors locked and windows secured before leaving. Key(s) will be provided to relevant areas and handed to the duty night workers at the point of handover at 10.00 pm. This must be kept safe and not left around/lost, and surrendered when the last night workers and locked-up and left by posting into The Rectory house post box in Navarre Road — not taken away.

-       Particular attention will be paid to any drugs, or drug associated material that may be left in corners or slightly concealed.

[This is important as the user immediately following the night shelter each and every week during school terms is a after school group with classes for some 30/40 children]

-       This is by no means an exhaustive list and we will work with Turnaround and the paid night workers to ensure liaison and dialogue and work together to try and resolve any other matters that may arise from time to time.



Guidance Notes for Nightshelter Volunteers

Evening Shift

Arrive           5.30 — 6.30 pm.      Set up tables and chairs for meals. Arrange TV and seating if you have one. Arrange an area for chatting and playing cards/reading papers etc. Light pilot to the ht water boiler in the Kitchen for tea/coffee. [See duty rot tasks for specific information].

            Begin meal preparation

            Set up camp beds 26 for men, 4 for women in separate room or area and put out blankets.

            Check toilet area for cleanliness, soap, towels etc

7.45 pm - Duty Co-Ordinator brings whole team together to:

-      Discuss events of the previous few days from log book with staff member and make volunteers aware of any incidents, problems or concerns; check log book to see if there is an ‘Urgent Action’ notice

-      Allocate jobs to volunteers e.g. Reception,

(2 people on at all times), serving tea and coffee, allocating towels and soap and managing the use of the washroom(s) & W.c's.

-      Ensure that all volunteers are aware of the rules, where the fire exits are; that they are unlocked, the names of their colleagues for the evening, where the smoking areas are. No Smoking is allowed in certain parts of the building, i.e. Hall (were eating and sleeping occurs). Link to new volunteers with experienced volunteers, (a buddy system for new volunteers) in order to get a feel of the place. Inform anyone who are holding the mobile phone.



7.55 pm - This is a time when some teams will take time to pray before opening.

8.00 pm                      - Open doors, serve tea, coffee, biscuits.

8.10/9.00 pm - Serve main meal.

[We are going to try to keep non-residents out of the shelter and encourage them to go to the meal club. However, there are unlikely to be some non-residents in and they should be encouraged to leave at this time. Volunteers may leave after non-residents leave.]
11.15 pm -Lights out and residents to bed.

Morning Shift

6.00 am                      - Begin breakfast preparation
6.45 am - Residents woken up, shower, wash etc; beds and blankets folded and put away.

7.00 am -                             - Breakfast served.
7.00 am - 7.50 am - Washing up, cleaning rooms and toilets ready for use by next group. Turn-off hot water boiler in the kitchen.

8.00 am - Close, residents leave. Leave building secure. Surrender keys by posting in The Rectory post box.



Resident’s Participation Policy

Preamble

Users of the night shelter are welcome to the shelter regardless of background or personal history. Everyone using the night shelter can expect to be treated with courtesy and respect and with practical help insofar as it is possible to provide it.

Participation

The Night Shelter will seek to encourage and involve residents in the following way:-

?       Making practical suggestions as to how the shelter is run to Co-Ordinators and to staff

?       Assisting in the practical work of the shelter

?       Becoming volunteers at the night shelter and taking up opportunities for training

?       Attending and participating in the Night Shelter Conference.


Complaints Procedure

If a resident of the shelter or a volunteer has a complaint about any aspect of the running of the Night Shelter the following procedure should be followed:-

?       Seek to resolve the matter informally with those concerned, if this is not possible or successful,

?       Ask the Shift Co-Ordinator and the staff member on duty to seek to resolve the matter, if this is not possible or successful,

?       The Night Shelter Manager will investigate the matter and make a decision. If this is not successful,

?       Telephone or write to the Project Director on: (020) 8472 2785 @ 170 Harold Road • London, UPTON PARK, E13 0SE. The Director will undertake any further action deemed necessary depending upon the nature of the complaint, and will inform the complainant of the outcome. This may, but will not necessarily involve the Director in conducting interviews with those concerned.

?       If the complainant is not satisfied with the outcome, s/he may write to the Chief Executive Officer - (CEO) of The Renewal Programme at 170 Harold Road, E13 0SE specifying:

            i.         why s/he is dissatisfied, and

              ii.         what remedy s/he desires

The decision of the CEO will be final.



Confidentiality Policy

Why We Have A Policy

It will seem obvious that we should not breach confidences — so why have a policy when the principles are obvious? The answer is that we have developed the guidelines that form our policy to:

a.     protect staff and volunteers

b.    protect residents and clients

c.     ensure consistent good practice

Confidentiality is important in order to build trust with persons using the Night Shelter, however it is not about keeping secrets, in your discussion with residents and clients this should be made clear.

Clients and confidentiality

The RULE is that:

?       Information given to you by a client should not be passed on to colleagues or other clients unless it is with the agreement of the client concerned.

?       Information should not be given to other agencies without the agreement of the client.

?       Any information held on file should be available for the client to see. (This will be done at the Life Skills Centre upon request).

?       Information from clients should not form the basis of gossip.

The EXCEPTIONS TO THE RULE are:

?       On occasions when you have a concern for the safety of the client, for the safety of another client or the safety of yourself or a colleague.

?       Where you feel that the integrity of the shelter is at risk. For example this may be where you discover that a resident is dealing in drugs or that a resident has stolen from the shelter.

In each of these cases, which are not exhaustive, you will wish to inform the shift Co-Ordinator AND the staff member on duty. Alternatively you may contact the Night Shelter Manager.

Staff and Volunteers

The RULE:

?       No personal information about a volunteer or member of staff, including surname, telephone number or address should be given to a resident or shelter user without the permission of the person concerned.

?       Staff and volunteers should not give personal information regarding themselves to residents and users of the shelter.

 The Log Book

The contents of the logbook should be open insofar as they relate to confidential matters. Volunteers and staff have open access to the logbook. Clients only have access to material that relates to them personally.



Health and Safety Policy

This policy has been drawn up to assist volunteers and staff to operate safely in the Night Shelter. It is designed to complement common sense rather than replace it.

Awareness

This first part of any policy depends upon the volunteer being aware of the potential hazards.

Ensure familiarity with the fire safety procedures, location of fire exits.

Throughout the shift check that doors/fire exits are not obstructed or blocked.

The Building

?       Become familiar with the premises, it’s hidden areas.

?       Become familiar with your team. Does somebody know where you are? Do you know where your colleagues are?

?       Access is restricted, i.e. Lobby — Coffee Area — Hall — Corridor Area Leading to the Lavatories — W.C’s.

?       No Entry - Restricted areas, i.e. Coffee Bar & Kitchen — (which may only be accessed by Night Workers and Volunteers]. (An exception to the Kitchen may be made to the Kitchen in the morning to allow Night Workers to mobilise users to help make breakfast and help clean the kitchen/put-away equipment etc). (Nights Workers to use discretion ensuring that no personal belongings, or valuables are accessible, to avoid potential risk of loss).

With Residents

It is important to get to know residents and for them to get to know you and what your role is. There are times when firm action is required. Take time to think about what you are going to do rather than jump in. Wherever possible, act with a colleague rather than on your own.

Do not go into places that are dark and secluded with a resident. Somebody should be with you or able to see you at all times.

If you begin to feel overwhelmed by a situation, you or your colleague can break off and get assistance.

Your Health

Are you in good health? If not you may be susceptible to illnesses that others bring in you may infect others. If you are unwell, please inform your Co-Ordinator so that they have a chance of getting a replacement.

The Kitchen

If you are working in the kitchen, you are encouraged to attend the one day course Health and Safety In The Kitchen. A full set of notes will be available to all teams. But remember the basic rules of food hygiene and ensure that there can be no chance of cross contamination.

It is advisable to display notices for the benefit of residents and staff to wash their hands after using the toilets.

General Cleanliness

Kitchen and toilets should be kept clean and disinfected as necessary. Unnecessary clutter can be a hazard to mobility, a fire hazard or a place where vermin can congregate.

Food should be kept secure from infestation.

Contagious Illness

If a resident has an infectious disease, consider finding a separate sleeping space for him/her. Consider whether she needs to be seen urgently by a doctor. In which case, consult the A & E Department at Newham General Hospital - (020) 7476 4000. If it is not urgent, the office can arrange a GP’s appointment, if necessary on the same day.

Sharps

Do not expose yourself to harm which can come from hidden ‘sharps’. Where sharps are found they should be disposed of in the sharps box, located in the Kitchen, (or otherwise in the Night Shelter Storage room).

Health Information and First Aid

The office will provide details on particular health matters upon request, and details of how to obtain TB screening which will be free. First aid training will be offered annually to volunteers. Items of topical interest will be distributed via the Co-Ordinators. Your First-Aid Officer is Gordon Owen. A First-Aid Kit is provided and located either in the Kitchen, (or otherwise in the Night Shelter storage Room). If anyone finds any items missing, or a shortage or supplies, please ensure that you notify Gordon Owen at the first opportunity to ensure that it is replenished.



HELPING HOMELESS PEOPLE

1.     A Word of Caution

If you or a member of your church is offering to help a person who is homeless, we recommend that you follow the following safety guidelines:

1.     Try to talk to him/her with somebody else present. Do it in a place that is safe, not too secluded and not in your home.

2.    If you feel unsure about the person, ask for some ID.

3.    Ministers have their homes clearly identified, but others should not give their addresses, telephone numbers or even full names to people they do not know.

4.    Decide a policy for helping homeless people who seek you out, will give you money or help in kind only? Explain your policy to the person.

5.    Anybody who presents themselves can be referred to the LIFESKILL CENTRE for advice and help with accommodation during normal office hours. (Address above)

6.    From November 1st to March 31st homeless people can find a bed, a meal and help at the Night Shelter which can be contacted on (020) 7511 8377 during office hours and 07944 475 080 after 8.00 pm.

1.     Young People In General

If you believe that the young person is under 16 or for any other reason is a person at risk, the first point of contact should be the local social services department. They have an initial contact service at each of the following offices

In the event of an emergency, or requiring Social Services on the evening of Night Shelter. Contact should be made via the duty Co-Ordinator, (before 10.00 pm) and/or Night Workers after 10.00 pm. Contact: Social Services (Outside of Hours):> (020) 8983 8000 • [Ask for ‘Duty Social Worker’]

The only direct access hostel in the borough is Shortstop, and they can be contacted on (020) 8472 9613. HYPP have a waiting list and can be contacted on: (020) 8503 1447.

2.    Young Women

As above, but additional help and advice may be sought from Barnardo’s Young Women’s Project who can be contacted on: (020) 7837 5939.

3.    Women

Women may be fleeing domestic violence. It may be difficult to contact a women’s refuge direct.

You may contact London Women’s Aid on: (020) 7392 2092.

If a woman is homeless and has children, then it may be that the local authority will seek to provide housing for them. In the short term, at least, this is likely to be B&B. The Homeless Person’s Unit is based at Bridge House, High Street, Stratford. Telephone No: (020) 8534 9033.

4.    People with Addiction Problems

In this section we are thinking mainly of people with alcohol and drug addictions. It is with this group that you may wish to consider whether you give money or help in kind, food and a cup of tea for instance with somebody to sit and chat to. You should be clear in advance what you will and won’t do.

If they require help with their addictive problems, the following organisation can be contacted:

Because of their special needs, if they require help with accommodation, they may generally be referred to the Turnaround office.

5.    People with Mental Health Problems

The local Newham Social Services Department has a specialist team to work with people who have mental health problems and who are / who are at risk of becoming homeless. They are the Homeless Outreach Support Team HOST, based at White Road, off Vicarage Lane, E15. Telephone: (020) 8519 2398.

6.         Asylum Seekers and Refugees

The law is constantly changing and it is a complex area that mean specific cases need to be considered on an individual basis. However there are major changes with the Immigration and Asylum Act 1999 that have serious implications. Basically :-

?       Refugees and asylum seekers arriving in the country after April 2000 are not entitled to welfare benefits but get support under the NASS system which consists of food vouchers and pays for accommodation. Families with children also get 10 cash per week. The vouchers are 70% of income support.

?       those receiving benefits who then get a negative decision from the Home Office regarding their stay are cut off from benefits and move to support under NASS, (as long as they have appeal rights). There is usually a wait of up to, (4 weeks in Newham as at Autumn 2000) for an initial assessment by the Asylum Team for support after benefits have been stopped.

?       Once people get a positive decision from the Home Office they are transferred to the Benefits System and differences in payments backdated.

?       If people’s right of appeal is refused and they seek Judicial Review of their case they are not entitled to support from NASS. Provision for hard cases exists but is difficult to get.

?       Dispersal — people are being dispersed out of London. There is no choice about this and the accommodation provided by NASS increasingly means dispersal out of London. If people refuse to leave London it is difficult to get any other support (vouchers) from the Asylum Team even if they stay with friends.

1.     Homeless Adults

Homeless adults may receive advice, but are unlikely to receive help from any of the statutory services unless they are considered to be vulnerable. They have a very strict code of conduct with regard to behaviour and alcohol.

The nearest alternative hostels are:

They offer shared rooms and will accept people with a drink problem, but none of the hostels allow consumption of alcohol on the premises.

It is important that the person seeking accommodation has some form of identification: NI Card, Benefit Book etc. They will also require between 8-28 in cash to pay for food. This is usually required up front but may, occasionally, be negotiable.

People who have been abroad for a lengthy period may not be entitled to any benefits when they return, even though they are British Citizens.

They will be subject to what is called the Habitual Residence Test. If they fail this they will be in need of specialist advice. They will have no income from the state.

       3. 50 will pay for a meal for a homeless person of nourishment — Tea/Coffee, Orange, Milk, Sugar, Soup, Potatoes, Vegetables and Meat, Dessert, e.g. Fruit. + Breakfast of Cereals, Mils, Tea/Coffee/Orange, Bread, Toast, Marmalade or Jam,

       An additional 7.00 will pay for the camp beds, blankets & dry cleaning (for Health & Safety).

       An added 4. 00 will pay for the Annual Replenishment of other Equipment & materials, to including utensils, cooking materials etc.

       In total in costs in the region of 1,080 in cash or some in kind to fully resource the entire night shelter each week on a Friday night for 20 weeks.
