ProClass Suppliers Licence
ProClass is the defacto procurement classification for all English local government. It is available free of charge to any organisation, to be used within their IT systems to identify and classify their procurement spend. Some organisations also use ProClass as a way of classifying suppliers in their contracts register. It is now widely used by public organisations.
A ProClass website is available: (ProClass.org.uk) to assist in easy access to ProClass information and headings in a spreadsheet format, for users. The website also provides a forum for users to request and discuss changes and additions to the headings. Once new headings have been agreed a new version is posted on the ProClass website. The versions are strictly controlled with new versions only being issued once or twice per year. The ProClass website contains the latest versions of ProClass and data mappings to coding systems such as UNSPSC, CPV, e-class and Thomson.
Reason for the Licence
Once a new version has been released the councils expect to be able to use them immediately. However, some third party suppliers have delayed implementing the new version for up to 3 years. In some cases this has included changing or adding headings themselves.
This has led to the decision, by the councils, to licence third party suppliers of ProClass, as a means of encouraging rapid adoption of up-to-date versions and discouraging unauthorised changes. From 1st April 2011, all third party suppliers wishing to download, use and provide ProClass spend information will be invited to get accreditation, in the form of a free of charge licence. This is to ensure the ProClass headings they are applying are the current up-to-date headings. The same applies with any mappings.
This licence is granted, free of charge, to third party suppliers who have demonstrated that the ProClass they are using is the correct version and that they agree to the rules listed in the licence. The accredited suppliers will have their details and a brief list of their services posted on the ProClass website as a guide for the public organisations using ProClass. They will also be encouraged to display the ProClass logo on their site in exchange for agreeing to and applying the licence requirements.
Management, Copyright and IPR
Coding International Ltd (CIL) manages and maintains the ProClass classification and website on behalf of the English councils as directed by the Improvement and Efficiency South East (IESE). The City of London Corporation holds the copyright and intellectual property rights (IPR) for ProClass on behalf of all councils. They have jointly requested that CIL act as Agents, on their behalf, to manage the licensing on ProClass Suppliers.

All spreadsheets are free except for the full ProClass to CPV mapping. The free ProClass to CPV is a simplified version.
Any number of spreadsheets can be added by clicking ‘+ ADD MORE TO BASKET’. If you have finished but are not in the basket screen click ‘VIEW BASKET’ from the menu on the left, to continue. Now click ‘CHECKOUT’ to login and complete the order and download the files.
If it is your first time, you need to add yourself as a new user and fill in the sign up details including username and password. Once this is completed you can complete the login and download the files.
