Latest News

The Scottish Government have just launched their 'Public Contracts Scotland' website at the Scottish Government National Public Procurement Conference in Glasgow on 29th October.

This portal gives free access to contract opportunities in Scotland and allows users to find details of contracts with Scottish Local Authorities, NHS Scotland, the Scottish Government, Agencies and NDPBs, Higher and Further Education and Emergency Services by browsing the available contracts.

The Scottish Government have decided on ProClass as the classification to be used with the portal for registering suppliers.  If some suppliers find that there is no heading suitable for them, they are asked to inform CIL through the ProClass forum.

Release of latest version of ProClass

The eagerly awaited new version has now been released.

The ProClass Board have approved the latest version of ProClass C8.3 which will be available on the ProClass website from mid November. ProClass is intended to be used in a written format, so is therefore mainly in alphabetical order. This has made a big difference to the numbered version, for computer use, which is also available on the website. Many numbers have changed or been reused with a different heading. To help with this problem a mapping is provided, cross-referencing C8.2N to C8.3N

Main Changes – there are two main changes, one is the ‘Social Community Care Supplies & Services’ top heading, which has been greatly enhanced with many more Adult, Children and Disabled Children’s services. The other is the addition of the Not Elsewhere Classified (NEC) second level heading, to most top headings. This is to enable easier use of the top heading where a product or service is not covered by the second level heading.

Management Board & User Group

The management Board was set up in 2007 and comprises 1 representative per RIEP plus one from Scotland. The User Group is yet to be created, so volunteers are being sought from LAs using ProClass. If interested please forward your name to info@proclass.org.uk.

Version Control & Release

The first quality assured and standardized version of ProClass was C8.2. The new version just released is version C8.3. The numbered version is C8.3N. ProClass is intended to be used in a written format, so is therefore mainly in alphabetical order. The numbered version, for computer use only is therefore reissued, with some numbers being changed or reused with a different heading. To help with this problem a mapping is provided with the new version showing the changes.

Latest UNSPSC & CPV

Both these two classifications have recently issued new versions. The latest version of UNSPSC is 11.051, available from the UNSPSC website. The latest CPV is 2007, which has been in use since 17th September 2008. This is available for download from the SIMAP website.

Cross-references

ProClass vC8.2 cross-referenced to NSV, UNSPSC and Thomson, is available on the ProClass website. These mappings are from ProClass to the best fit of Thomson and UNSPSC. If a complete list is required this is available at a small extra charge. It is planned that a mapping to CPV will be available in the near future.
Now that the new version of ProClass is released, work will begin on new mappings.

ProClass Training Seminars

Three very successful seminars have already been held for East and West Midlands, London and Eastern RIEPs.  All these seminars were well attended and received.  There are 3 more planned at present, details below. To organise a seminar for your RIEP or area, please contact either Terry Ashmore at CIL or Ken Cole at SPS.

Quote from Ken Cole:

“It is pleasing to see how embedded ProClass is now becoming in local government across the UK. The training workshops are going very well, with attendance from representatives beyond the procurement department and a positive recognition of the value of being able to share information on a like-for-like basis and improve the data quality provided through expenditure analysis.” Ken Cole – Capital Ambition Efficiency Advisor
