The Scottish Government have just launched their 'Public Contracts Scotland' website at the Scottish Government National Public Procurement Conference in Glasgow on 29th October.
This portal gives free access to contract opportunities in Scotland and allows users to find details of contracts with Scottish Local Authorities, NHS Scotland, the Scottish Government, Agencies and NDPBs, Higher and Further Education and Emergency Services by browsing the available contracts.
The Scottish Government have decided on ProClass as the classification to be used with the portal for registering suppliers. If some suppliers find that there is no heading suitable for them, they are asked to inform CIL through the ProClass forum.
Release of latest version of ProClass
The eagerly awaited new version has now been released.
The ProClass Board have approved the latest version of ProClass C8.3 which will be available on the ProClass website from mid November. ProClass is intended to be used in a written format, so is therefore mainly in alphabetical order. This has made a big difference to the numbered version, for computer use, which is also available on the website. Many numbers have changed or been reused with a different heading. To help with this problem a mapping is provided, cross-referencing C8.2N to C8.3N
Main Changes – there are two main changes, one is the ‘Social Community Care Supplies & Services’ top heading, which has been greatly enhanced with many more Adult, Children and Disabled Children’s services. The other is the addition of the Not Elsewhere Classified (NEC) second level heading, to most top headings. This is to enable easier use of the top heading where a product or service is not covered by the second level heading.
mapping is provided with the new version showing the changes.
ProClass website. These mappings are from ProClass to the best fit of Thomson and UNSPSC. If a complete list is required this is available at a small extra charge. It is planned that a mapping to CPV will be available in the near future.
Now that the new version of ProClass is released, work will begin on new mappings.
ProClass website is starting to prove very popular with180 visitors during September. Please register to use the forum to stay up to date with version releases, discussions on changes and additions.
Quote from Ken Cole:“It is pleasing to see how embedded ProClass is now becoming in local government across the UK. The training workshops are going very well, with attendance from representatives beyond the procurement department and a positive recognition of the value of being able to share information on a like-for-like basis and improve the data quality provided through expenditure analysis.” Ken Cole – Capital Ambition Efficiency Advisor
These events are suitable for all local authorities and any public sector organisation that wishes to understand more about ProClass as well as other classification and coding structures.
The programme will help attendees to:
- Use ProClass properly and have confidence that it is the right choice
- Hear about authorities which have tested and proven ProClass and its recommended methodologies
- Learn how to use ProClass to support corporate goals of effective collaboration, improved shared services and realistic business case development
- Understand the opportunities to influence and benefit from the ProClass community
- Network with other authorities who are trying to achieve the same things
