Capital Ambition - Food & Catering

Food and catering services is a relatively straightforward expenditure category that should be a good source of cashable savings through a variety of proven techniques. It is also a category where many organisations seek to apply local policies in areas ranging from use of local suppliers to healthy eating. However, establishing reliable and accurate data to support the development of appropriate policies and contracts has been a major barrier.

Capital Ambition (
www.capitalambition.gov.uk) was keen to overcome the barrier and understand how best to unlock efficiencies and savings from within the category.

PAE Summary

The Procurement Agency for Essex (PAE) had made great improvements in their expenditure information, but it still had limitations. The difficulty was knowing what had been purchased in a useful management information format, rather than how much was spent with each supplier. What was needed was improved spend information to provide collaboration and comparison opportunities which would lead to greater savings. Mapping expenditure by ProClass has provided that data.

LCE Case Study

The third party, influenceable spend of London local government is more than £9.4bn a year. Nearly 60% of this is delivered by 1,000 suppliers. In 2005, the London Centre of Excellence (LCE) adopted the Contracts Register Service (CRS), pioneered the previous year by the Procurement Agency for Essex (PAE). ProClass was chosen to provide the high-level classification needed for major contracts and will allow for dynamic integration into the LCE’s Online Expenditure Analysis (OEA) tool.
