About BOP

Founded in 1997 by Josephine Burns and Paul Owens, Burns Owens Partnership Ltd (BOP) is one of the UK's leading consultancies on culture and the creative industries. We have a core staff of nine consultants and researchers, who bring a powerful combination of skills, expertise and commitment to all of our projects. They are joined by a pool of associates who work with BOP when the job demands it, bringing additional expertise in areas such as business support and public policy. BOP became a limited company in 2004.

BOP's work is concentrated in four main areas: research, strategy, evaluation and programme design/management. Our clients include Government departments, non-departmental public bodies, Regional Development Agencies and Cultural Consortia, local authorities, not-for-profit organisations and the private sector. Our client-centred approach is friendly and collaborative. We are sensitive to the specific contexts in which we work, but also ask the challenging questions.
